What kind of performance boost should I expect from a second 9600 GSO?

What's the cheapest price for a 4870 these days? But anyway, I cut off the UPC code off the box so I don't think it's returnable anymore to Fry's.

Would you guys say I'm performing above my computer's level if I can max out everything on TF2 (Full HDR, 16XQ CSAA, 16X AF, etc.) on full resolution and still play relatively smoothly?

TF2 isn't exectly the most demanding game on the market and it wouldn't surprise me if you could max it out, but i'm guessing the framerate wouldn't been spectacular?
4870's can be had for about 150 after rebates or your could get a 4850 for about 85 after rebates, great deal

I can max out TF2 on a 1680x1050 monitor with an HD 3850 512MB.. (I upgraded )
