Newegg.com - Intel Core2 Quad Q9400 2.66GHz 6MB L2 Cache LGA 775 95W Quad-Core Processor - Processors - Desktops $230
or if he really wants a quad but is on a tight budget you could get the q8200 (not my first choice but its cheap).
Newegg.com - Intel Core 2 Quad Q8200 2.33GHz 4MB L2 Cache LGA 775 95W Quad-Core Processor - Processors - Desktops $170

Newegg.com - G.SKILL 4GB (2 x 2GB) 240-Pin DDR2 SDRAM DDR2 1066 (PC2 8500) Dual Channel Kit Desktop Memory - Desktop Memory $55

Newegg.com - SAPPHIRE 100259L Radeon HD 4870 512MB 256-bit GDDR5 PCI Express 2.0 x16 HDCP Ready CrossFire Supported Video Card - Desktop Graphics / Video Cards $175

Did you need a whole build or just that stuff? If a whole build then grab a case like a Antec 300, a OCZ psu (you can normally find good deals and their pretty good), and a hdd depending on what size he needs, and a dvdrw.
