Really depends on what you want. I mean best of the best:

4960x
Asus Rampage Extreme IV Black
64GB G.SKill Ripjaw 2400MHz
2x Radeon 295x2
Corsair AX1500i
Custom water loop on GPUs and motherboard, 24/7 phase on overclocked CPU.

The rest is irrelevant. PCI-E based SSDs, BD drive, case, storage, whatever.

Lets me real here... 64GB of RAM? can a single user even utilize that?
 
Well technically the "best" would be the most and fastest capable, not necessarily needing to be practical. Although, I had 64GB and there were a few ways I could easily eat up all that RAM. Just like having 4 GPUs is rather pointless but it's "the best" as of right now.
