Water Cooling

hi with my current specs of pc is it best to keep my chip at below 0 degrees C from water cooling? i was told that if u keep the chip low then the pc will run better and im basically looking to get the maximum performance out of my graphics aswell

i might be looking at getting a 6800GS but its 170 pounds is it worth it tho? or shud i wait and save up for duel chip? or mayb 2 gfx cards?

Zero degrees celcius is a freezing point...it's impossible for water to cool down a processor to those temperatures unless the ambient air temperature was below freezing
