Depends on your budget and the rest of the build honestly.

Yes, but like I said previously it depends on the rest of your rig. I mean if you have a crap PSU you won't be able to run it. If you have a crap CPU, it would be better to get a cheaper GPU and at least upgrade the CPU. See what I mean?
