Here's a good high-quality power supply:

Newegg.com - Antec BP550 Plus 550W Continuous Power ATX12V V2.2 Modular Active PFC Power Supply - Power Supplies

thats $55.

Newegg.com - POWERCOLOR AX4850 1GBD3-PH Radeon HD 4850 1GB 256-bit GDDR3 PCI Express 2.0 x16 HDCP Ready CrossFireX Support Video Card - Desktop Graphics / Video Cards

$110

total: $165.

I don't recommend you go lower than that on either the video card or power supply. I couldn't the requirements for 2 of the games you listed, so i don't know how it'll run, but for fallout 3, it'll run that quite well.

With shipping those 2 parts will take you to almost 180, so i guess thats your limit right there.

The only time you'd need more than 550 watts is if you're planning on running multiple GPU configurations such as SLI or Crossfire, but your computer doesn't support that anyways; so for now, 550 watts is more than enough.

good luck.

Newegg.com - BIOSTAR VA4853NHG2-YB1RY Radeon HD 4850 1GB 256-bit DDR3 PCI Express 2.0 x16 HDCP Ready CrossFireX Support Video Card - Desktop Graphics / Video Cards

Could get that one, didn't know biostar made cards. Though they make pretty decent motherboards.

The Biostar only has a one year warranty, the PowerColor has a two year warranty.

I would take the plunge and get the XFX 5750 and this PSU:
Newegg.com - Antec Basiq BP500U 500W Continuous Power ATX12V Version 2.01 Active PFC Power Supply - Power Supplies
$50

the 5750 is slightly better than the 4850, but it has support for DX11 so it'll be better in the long run.

That powercolor 4850 is back in stock now.

The 550watt antec went up in price and the one trotter linked to is good too! You can go with either the one trotter linked, or this one which is just as good:

Newegg.com - BFG Tech GS-550 550W ATX12V V2.2 / EPS12V V2.8 SLI Ready CrossFire Ready Power Supply - Power Supplies
