Default Is this vidcard being bottlenecked?

Hello all. Currently a p4 2.8 socket478 800fsb prescott is running a sapphire x800xt agp 8x. 1 gig of poop ram, 350watt generic psu. I have a chance to purchase a 3700sandiego with a "newer" socket 939 agp board. I may possibly bump the psu, but even if i didnt do you think that will help me with some fps increases. Currently range from 30-60 fps in counterstrike source and halflife 2. Mainly a budget gaming rig and im trying to pump out every last bit of this agp xt that i can because about a year and a half ago i paid a decent amount. "400-500 range" you all understand what i mean.

I think you'll notice a tremendous difference. But also, how much are you gonna pay for the cpu and mobo?

its gonna be under 300 total. not that big of a deal considering i recently worked a considerable amount of overtime.
