Upgrading question

I currently have

AMD Sempron 2800+ @2GHZ
768 MD DDR RAM (256+512)
80GB HD
ATI Radeon 9550

I have already bought another 1GB of RAM to replace my 256 so I will have 1.5GB of RAM.

I was planning on buying a ATI X1650.. (XT or PRO whatever....)

And I need a new power supply. My current says rated 300W peak 250W and I am about 99% that's not enough. Any ideas what I would need?

And what's better out of these two?

Sapphire X1650 PRO 512MB DDR2 DVI HDCP TV Out AGP Graphics Card
Sapphire Radeon X1650 PRO 256MB GDDR3 VGA TVO DVI-I AGP Graphics Card

Since there is so little price difference between them.

You were better off, buying a new motherboard, CPU, and RAM...oh well...

Anyway, given that both those graphic cards, cost the same...just get the 512mb, even though the extra memory is not needed.

I'm just looking for a nice upgrade as cheap as possible. I don't want a new CPU etc to get the best performance upgrade. Thanks for the help on what card to get.
