Upgrading Processor in a Dell

I have a P4 1.8ghz. I Believe i have a socket 478 MoBo. Now, its a dell, and i need a new heatsink, but, do normal heatsinks mount just like in a dell? where one edge slides under a ledge, and the other in clamped down under a bracket by a lever?

Also, could any of you recomend a processor/heatsink+fan that will work with my system, at a not insanely expensiuve price?
Im looking for like 2.6ghz+
