OK, I just got my CPU up to 2.4GHz with 200MHz x 11x multiplier. I'll probably keep on experimenting to see my limit but at what point will an 8800GT 512MB not bottleneck the CPU? Or do I have to get a new CPU?

an 8800 wont bottle neck the cpu... it is the other way around your cpu at stock speeds will bottle neck your gpu

So at what speeds should I get the CPU up to where it won't bottleneck the 8800?

usually a 3.0ghz Core 2 Duo stops bottlenecking

so thats a 3.2-3.6ghz Athlon
