Default Ultra low cost system challenge

I am trying to piece together an ultra low cost build that I may put together for an organization. Their computing needs aren't too heavy (Word/Publisher/PowerPoint), some minor graphics work, and web use. The problem is that their current computer is on its last legs (AMD 3500+ mobile CPU, 512MB RAM, running OEM XP weighted down by bloatware).

I have already specced out a semi-decent build that comes up to 289 on NewEgg (including shipping). The challenge is to top it for less without combos or promos (as I don't know when I will get to do this).

Here are the requirements:
  • Dual core CPU
  • 4GB RAM
  • DVD burner
  • Micro-ATX case
  • 320GB+ storage
  • Dependable PSU

For those who think they are master cheapskates, go for it.

LOL @ Nukem. Way too much power for what is needed, but I will keep it in mind when the time comes.

Thanks for the posts. You guys have given me a lot to consider. I usually steer away from refurb stuff unless it carries a warranty, and I have already been burned by a refurb hard drive (lost 100+ gigs of music). I hadn't really looked at miniITX boards.

I think an Atom will be way to slow.

Really? Everything I got open box or refurb has been brand new.

This is why I shouldn't be trying to think before noon.
For some reason thought the RAM was already in the MB like the CPU.
