Alright thanks a ton man i just know nothing about amd so i kinda shy away from those.

For build 1 guy...
It's really hard to make him a build that fits under $1500 and has a $200 Bluray burner...
But I did my best and came up with this build for $1543 (After shipping)
No OS, Keyboard, Monitor, or Mouse included.

Newegg.com - Pioneer Black 12X BD-R 2X BD-RE 16X DVD+R 5X DVD-RAM 8X BD-ROM 4MB Cache SATA Internal Blu-ray Burner Blu-ray Disc/DVD/CD Writer Model BDR-205BKS - Blu-Ray Burners
Newegg.com - GIGABYTE GA-X58A-UD3R LGA 1366 Intel X58 SATA 6Gb/s USB 3.0 ATX Intel Motherboard - Intel Motherboards
Newegg.com - SAPPHIRE 100245HDMI Radeon HD 4850 512MB 256-bit GDDR3 PCI Express 2.0 x16 HDCP Ready CrossFireX Support Video Card - Desktop Graphics / Video Cards
Newegg.com - Western Digital Caviar Green WD15EARS 1.5TB 64MB Cache SATA 3.0Gb/s 3.5" Internal Hard Drive -Bare Drive

If he's not gaming and just watching blu-ray movies and burning them this build and graphics card are sufficient.
If he games, stretch for a 5770... ($150 vs the $100 4850)

Now...
He can get pretty much the same blu-ray ripping performance if he gets an i7 860 instead of an i7 920 and that build would fall under the budget.
So build 1 guy build # 2 with the i7 860 would look like this.
For $1406 with shipping. No OS included.
Graphics card upgraded to a 5770.

In fact, for build #2 guy, I can go even cheaper than that and still guarantee it will max WoW.
A 5830 and a Phenom II X2 555 would probably max WoW.
Saving $100~
