Trying to build a moderately priced media pc

I am looking to build a media pc with a normal size pc case ( not the htpc case). My budget is about 350 to 400. I want to be able to play bluray 1080p at normal speed and also my current dvds (I have a ton of bluray and dvd movies on my computer now). Also looking to be able to use a remote to control my windows media center from the couch. What's a good setup for my pc build? Should I use amd or intel? How good of a video and sound card should I get? How much memory do I need? Does my budget seem small for what I want it for? Thank you guys in advance for the assistance. I havent built a system in about 8 yrs so if I seem a little slow please be patient.
