Is a fan size the same size on most cases where as i Can change on case fan to another without issues? If some, what is the avg size of each fan?

The case you buy will specify what fans it supports.

As PP said each case is different but the two standard sizes used the most are 80 mm and 120

I'd say 120mm and 140mm these days, 80mm are pretty uncommon now.
