I would change a few things.

First being, the motherboard. This one has an M.2 Slot on the back of the board. Great for mITX builds and future proofing SSD tech.
ASRock Z97E-ITX/ac LGA 1150 Intel Z97 HDMI SATA 6Gb/s USB 3.0 Mini ITX Intel Motherboard -

Just because I'm picky, I would go with the Seasonic instead for a PSU.
SeaSonic S12II 620 Bronze 620W ATX12V V2.3 / EPS 12V V2.91 80 PLUS BRONZE Certified Active PFC Power Supply -

I would swap to this SSD not only to minimize clutter inside the PC, but also because it's much quicker to justify the price. If it's still not in stock Amazon usually has them in stock. If he doesn't want to grab the M.2 then at least go with the Samsung EVO.

There isn't any point in 1866 RAM, but since you can't really get cheaper in 1600 then why not. Although personally I was never a fan of the aesthetics of the Sniper series.

I would spend the 10 extra bucks to get the H80i.

Now if your friend doesn't specifically require Nvidia for any of the advantages, he could save a bit of cash going with a 280x.
