Most p35s can do that if not better, and all p45s can hit at least 600, some hitting 700.

I could be wrong but isn't the fact that quads don't OC as well as duals a problem with the chip, not the motherboard?

Consider the fact that the quad is nothing more than two core 2 duos on one chip. Theoretically each chip should be able to clock just as high as the core 2 duo it is based off of.

Now motherboards are the limiting factor and I can't give you an exact explanation but certain chipsets like my 975x will not overclock a quad, unrelated to how far it could be overclocked in another board.

+1 biostar is ugly IMO, too. i can get at least 475 with my deluxe. i havent really tried more than that, ive been moving. plus, you have water, that my help.
that mobo looks like a deluxe, only with a fancier heatpipe set-up. its pretty cool. and unique.

I always thought that the reason quads didn't oc well had more to do with the cpu and not the motherboard.

965 is old a crappy anyways. Why would you do that?
P45s don't oc conroes as well as wolfdales.

quads are also much more complex than duals. They have 4 cores and much more cache. That obviously makes a difference when overclocking.
