Similar to a lot of 3D software photoshop allows you to configure the amount of system resources it has access to

Photoshop:
Ctrl + K
Performance
Memory amount: (you can specify a MB and it calculates the %)

If you didn't setup the software to use your 24gb ram.. of course your system monitor will show low usage.

With 24 available I had it setup to use up to 16. It was using 6 for a massive 4.3GB photo. Like I said, I doubt he'll be working on anything like that.
