Can you build a Server Computer out of any old computer as long you have the Software and OS

Technically yes. Depends entirely what you want to do with the server, though..

File Server? FTP Server? Web server? Mail server?

I'm Mainly just thinking of file Storage and being able to acesses from almost anywhere

Yep, a regular desktop (with a regular OS, even) would work. FTP or VPN + Samba would work for that just fine.

You can set up ftp through something like this:

And Samba / VPN can be achieved through something like this:

A dual core would be fine.

I have a Pentium 4 with 4GB RAM on Windows Server 2008 R2 running as a file server /FTP server/webserver/SVN repository right now that's sitting in my closet. Whenever I need access to it, I just remote into it.

I kinda wanna use a diffrent OS though so should i use windows server or unbutu servers
