if you go with sora's suggestion, you might aswell spend the extra $20 and get the corsair 750w becaise later on if you wanna xfire with another 4890, the 650w wont have the neccessary pcie power connections and you'd end up buying another psu.

and if you plan on OCing your cpu further like has been suggested, id suggest getting a better cpu cooler.

If he wants the 750TX that's fine. The 650TX still has 52A which is a lot. You can use molex converters to PCI-E later on if you decide to go Crossfire.

I believe it, the 4850 is a great card but it's not end all to cards. It's simply an excellent budget card. here's Fallout 3 with 4850 benchmarks done by tomshardware.

Game Benchmarks: Fallout 3 - Review Tom's Hardware : Radeon HD 4850 Vs. GeForce GTS 250: Non-Reference Battle

Frame rates go down to 42 WITHOUT any AA or AF.

I would throw in a 4890 honestly and crossfire later once it gets laggy for you again. You could crossfire your 4850 for cheap but you want to spend up to 350 so I don't see the point.
