I dont know how big the Thermal right ultra 120 is but you could try that, or maybe even the Zalman CNPS 9700.

Yes, X38 will easily be able to get up to 3-3.2 GHz- it is an excellent overclocking platform.

The PC POWER AND COOLING 610W will be a very good PSU for your needs.

http://images.anandtech.com/reviews/cooling/2007/thermalright-utral-120-extreme/stress-sm.png shows a nice comparison of some of the mainstream heatsinks. the TRUE and TRU are both taller than the tuniq, so theyre out.
you COULD go with a zalman cnps9700, theyre around $55, and a bit shorter. (142mm)

Overclockers Online its actually not that bad -- probably comparable to the AF7 you had originally planned on, though

Yeah i'm leaning towards the 610 after reading reviews on the 750...I think i'm set to buy. I'll give you guys 'till later on tonight to make any further suggestions

The Silencer 610 is a fine choice: I had one before my system broke.

I'd choose x38 over a 650i chipset any day.

The 650i is a good budget clocker...but not very good for quads, and kind of a low overall quality motherboard.
