I'm new to computer building and I'm wondering if I need both a dvd reader and burner?

Nope. A DVD burner can read DVD's just fine and dandy. If you're looking to burn a CD/DVD directly to a CD/DVD, you'll obviously want two drives. Otherwise, one works.
