Question on ram upgrade

So I'm going to be upgrading my computers ram soon and just a little confused on it.
I have Newegg.com - CORSAIR DOMINATOR 4GB (2 x 2GB) 240-Pin DDR3 SDRAM DDR3 1600 (PC3 12800) Desktop Memory Model TW3X4G1600C9D G
Mobo is - Newegg.com - ASUS Crosshair IV Formula AM3 AMD 890FX SATA 6Gb/s USB 3.0 ATX AMD Motherboard

What specifically makes the ram better then each other? Is the higher the voltage the better and lower the timings? Or backwards?

Looking at getting - Newegg.com - CORSAIR DOMINATOR 8GB (2 x 4GB) 240-Pin DDR3 SDRAM DDR3 1600 (PC3 12800) Desktop Memory Model CMP8GX3M2A1600C9

But if the higher voltage is better then is that even a good upgrade because the 8gb ram only has 1.65v compared to 1.8v and the I think everything else is the same.
Does anyone have a link to a good upgrade, around 100$ (prefer newegg)
