Question about some DOS commands

you dont have to read all of that....just like the first paragraph...but its designed for windows NT but im wondering if i can use it on windows XP at my school, that are all networked together

I would not do that at school because that would be wrong. They should have a bios pass so you could not boot from a floppy.
