All higher end Seasonic units shut their fan off at minimal load anyways. My HX850 did, although I wish I could have ran it at 100% instead.

Installed the CMX Corsair 400 and all is well. Actually much better because it was so much easier to install [the Corsair was substantially shorter than the PC Power and Cooling Silencer Mk III Series 400W, and the mini itx case didn't much room to spare]!
