After reading on this forum awhile. It seems the Rosewill is very popular for the budget minded people.

I was wondering why this unit would not be as popular. Ultra X-Finity 600 with APFC

I've actually heard the X-Finity series from Ultra, are quite good. You should ask Sora, as I believe he owns one. That X-Pro actually got a better rating than the X-Finity.

Another great brand for the budget, is XClio. Particularly the XClio GOODPOWER and GREATPOWER series.

This PSU is the same as X-Pro 600W, but with FlexForce cables instead of sleeved.

Yep I own the X-Finity 600w and it is a nice PSU I think. The aesthetics are awesome and jonnyguru as you linked rates them Tier 2. The Flexforce cables are very nice to have I think. Yep Rosewill, Xclio, and Ultra are all good budget PSU's.
