Default Psu causing video card trouble?

Ok as you know ive posted constantly about how i have an issue playing any game where it just crashes with my 9600xt and now i MIGHT have found the issue. It seems just at desktop screen with everest open my 12v rail is at like anywhere from 11.20 to 11.50. Could this be my problem? OMG..... lol

Yes, that is possibly your major problem there. Now imagine while in games how low it gets.

WHOA 11.20 thats BAD, thats only in windows too. let me check out everest for me. 12.46 and my cpu is 26C but its cold here. 65F in the house. BRRRR

whats a cheap psu to get for my system its only a p4 2.8ghz 1gb ram 1hd 2 drives and a 9600xt. Like what a antec 400w psu for 50 bucks?
