Power suppy issue?

Just completed my build and went to turn on my computer, the fans and LED lights on the mobo turn on but then everything shuts off, then after about 3 or 4 seconds, everything turns on again, then turns off.

I tried the Corsair Suggested "paperclip test" and the fan starts to turn so it may be the PS but may not be.

Any ideas?

Specs:
Corsair TX650W PS
EVGA H55 mobo
Gskill DDR3 RAM
WD Caviar Black 500GB HDD
PNY GeForce GTS250

* If you can, get another psu to test, or test your psu on another machine.
* Try reseatng your ram, or even cpu.
* Take out your video card and just use the onboard one.
* Clear the cmos.

IMO, I think the motherboard is doa if the problem can't be resolved.
