Which power supply should I get?

Ok, I'm going to be building a new system with the following:

eVGA Geforce 7800GT 256-P2-N515-AX
GIGABYTE GA-K8NE ATX AMD Motherboard
AMD Sempron 64 2800+ 800MHz FSB Socket 754 Processor

I've already got these parts and I'm going to use them also:
250GB IDE+
ATI Wonder VE TV Tuner (I might take this out though)
2x512MB DDR Ram
Emprex Dual DVD Burner 16x

I have the following hardware connected to the computer externally:
External 300GB IDE using USB2.0 (My backup system)
M-Audio Keystation 49e USB2.0
Logitech 5.1 z640 Surround Sound
intel pocketpc webcam USB (not sure about 2.0)
GBA Flash2Advance Transfer cable (GBA Backup device)
19" LCD Samsung 912N Monitor + A crappy 17" Compaq CRT monitor for extra space sometimes.
Microsoft itellimouse
Microsoft Internet Keyboard

Based on my specs, I'm not sure if I need Dual 12v rails. Do you think so?

For Dual 12V rails, here's two populare ones I found.

The prices are very similare, so that's nothing to worry about.

The only thing is One has 550W with less protection, while the other has 480W with tons of protection, including PFC. What's the better buy?

Note: I'm not going to be using SLI, because I don't have the cash to buy a second $300 graphics card. ;)
