How can i check how many volts my power supply is? are there any programs?

Programs yes but they are inaccurate. Digital multimeters are the best.

Speed fan 5 if your cheap.

it says 1.89 volts how many watts is that? Well i think thats volts. it says Vcore1: 1.86

To know the wattage you would have to know how many amps are going into the CPU.

Since Amps Times Volts == Watts

What are you trying to find out?
All rails or how many watts your computer is using right now.
