plugged in my new build - what's wrong?

I female friend of mine has this problem on her P4 computer... After testing each component out, and test swapping it in another system, I isolated it to be CPU or Motherboard related, (can't yet determine what it is, because I don't have a spare socket 478 CPU or Mobo), so I am ordering her a new Mobo & CPU tonight.
