Please Help!

I'm here at my gf's house trying to figure out why her dell won't boot up. If I plug in the power cable the computer turns on but only for a few seconds. the power button does not work either. She already got a new PSU and the replacement still is doing the same thing. everything is plugged in the same way as it was before. I'm thinking it is the motherboard, but please give your advice.

The only thing it possibly could be would be the motherboard...or the PSU not giving off enough watts I guess.
