From the Bus Speed at 433mhz, I'd definitely say its bumped up. Speedstep is just lowering the Multiplier looking like it really didn't go up, you're fine

yep, the e8500 has a 9.5x multiplier and yours says x6 there, just speedstep doing it's job.
