The specs may seem good, but odds are they are very cheap parts. I suggest you build one yourself (It was may seem difficult, but it really isn't)
 
Its not my confidence on building it, its finding the right parts to include at the price I have available. I can spend up to 1000.00 and have no idea where to start. I have looked at cases and cant even decide on a case much less the other parts needed. I think if I can get together a plan on what box, what mb, what cpu, and what mem, I think I could handle the rest.
 
The Specs of that eMachines aren't too bad for that price. If you configure that same PC at newegg.com it'll probably run you just about $600 to $650.

not bad for someone who can't build a PC themselves
