Default ok e8400, what motherboard?

1 does pci-express 2.0 really matter (now i am screwed cause i got an agp back in the day thinking it didn't matter, don't wanna make that mistake again) and two what motherboard should i get, i don't really care about sli, i just wan't a little overclockability. I wanna hit like 3.8 on the e8400.

the e2200 isn't as fast as the e8400, the e8400 can get to around 4.0ghz
where as the e2200 can only get to around 3.4 and has a much smaller cache

true but its a third of the price and from the review on tomshardware, they say the 45nm is still in its baby stages, so i could just opt for the e2200 (upgrading from a p4 so I would still **** myself) and then when the better 45nm come out upgrade!
