with the new mobo i just put in the 5v line tends to run very stabely 4.98-5.01
However as for the +12v... It tends to sway from 11.89-12.05 (is this a bad thing?)

That's fine...like I say unless you have an absolutely perfectly constructed PSU from a company like PCP&C it's normal for your rail to fluctuate slightly and it should never be exactly what it is rated...within 5% of where it should be is acceptable
