New VGA Issues Something Fried?

My Friends lil bro owns a Compaq a couple years old he purchased a new PSU and a 8500GT evidently he messed with it trying to get it installed etc. couldnt get the PSU out etc. etc. brought it over for me to set up well I swapped PSUs just fine but the old graphics card just keeps turning my moniter on and off the new one doesnt display anything and I even took the graphics card out of my Personal Computer to test it out still nothing, what you guys think?

if u haven't try reseting the cmos. umm wierd kinda problem, i sounds like he may have damaged sumthin by 'not being able to get the psu out' make sure every cable is in place and hasnt become loose.

I believe everything is plugged in this is very weird would resetting the CMOS really help? what is it just pop it out and restart computer a few times?
