First.. Is it better to buy a desktop from a company like dell or hp.. or build your own?

If I do build my own with the configurations above, what graphic card should I pick to have a comfortable gaming experience playing with high settings (Leagues of legend, Knight online, Wow, runescape...)? Also, would it be possible for me to just change some of the components to get a final price of 800$ instead of 1k?
