MSI 9800GT overclock does not cost much more than 9600GT
Newegg.ca - MSI N9800GT 512M OC GeForce 9800 GT 512MB 256-bit GDDR3 PCI Express 2.0 x16 HDCP Ready SLI Supported Video Card - Desktop Graphics / Video Cards

It cost only $12 more (Canadian dollar)

Isn't the 9800 GT almost exactly the same thing as the 8800 GT? Since I m paying 138 for a 9600 GT I might as well.

8800GT was better than 9600GT

So, 9800GT should be better as well

might want to consider this too:
Newegg.ca - SAPPHIRE 100265L Radeon HD 4830 512MB 256-bit GDDR3 PCI Express 2.0 x16 HDCP Ready CrossFire Supported Video Card - Desktop Graphics / Video Cards

wins some and loses some to 9800GT ...but it also overclocks at least 20% on all stock cooling and voltage, and we all know how well the rv7xx series scales with clocks.

^^ I would get that card. The cooler on it is pretty good too even at the stock fan speed.

Where does a 4830 stand compared to the 4850? Slightly better than a 4670, but not as good as a 4850?

It's basically a 4850 with only 640sp and slower clocks (you can just oc it )

Ah, I see, didn't know they were out. Never heard of a 4830 before.

Radeon HD 4830 Gaming Performance vs GeForce 9800 GT - VR-Zone.com: Technology Beats

Ok so they seem to perform about the same. Which means I should probably get the cheapest of the two and one with a decent cooling solution. Which turns out to be the MSI 9800 GT Maroon pointed out in the start.
