Can I use my Antec P182?

How do I test my power supply to make sure the voltages are correct?

I still need a solid state disc. I might even get 2 in raid 0. Reliability is very important and I am willing to pay extra for it.

The only reason I'd want Win. 8 is to try to be more 'future proof' if that makes any sense. If it just plain sucks, I'll definitely take your word for it and go the Windows 7 route.

1: Yes.

2: With a multi-meter. I doubt it has anything wrong with it.

3: Corsair Force GT 128GB or Samsung 840pro. If you want reliability then RAID 0 isn't the way to go.

4: Windows 8 uses the same kernel as Windows 7 therefor it doesn't offer anything new except for the stupid Metro UI. Windows 7 will still have support well after 2015-2020 so you will want to upgrade to another WIndows version before anything gets released that can't run on Windows 7. Perfect example, XP is still supported 12 years later.
