Default New Gaming Computer Build 900$ Budget

Im looking for a new gaming computer that i can build. newegg.com would be the most recommended site for me to buy on so please look for parts there. I want a computer that wont be overheated easily and can run games like for example, League of Legends or Minecraft very well.

Is the 900 budget only for the tower?
Or, does it include a mouse, keyboard, screen, and Operating System(OS) as well?

I think we're looking at ~$650 for components. Given $150 for monitor and $100 for Win 7.

I actually feel that stupid for missing that...
And, yeah we need to know if you need a new license, that is quite a significant difference in price which would help build a much better pc.
