Price is good if you can help him cover it.
ASRock 990FX Extreme3 ATX AMD Motherboard with UEFI BIOS - Newegg.com

SLI/Crossfire 2/3 way support. More power phases, different LAN chip, and more USB.

Also instead of 2 4gb 1600mhz cards what about a corsair vengence 8gb 1600mhz?

CORSAIR Vengeance 8GB 240-Pin DDR3 SDRAM DDR3 1600 (PC3 12800) Desktop Memory Model CMZ8GX3M1A1600C10B - Newegg.com

The Vengeance has looser timings, but is cheaper. The kit I linked was 50 bucks just yesterday. I'm getting tired of DDR3 prices moving about constantly.

I'll agree there. So which would you recommend? He'll eventually be getting 4x 8gbs so would it be more logical to start with 1x 8gb instead of 2x 4gbs?

would the timings make a significant difference or no?

Yes and no. Few reasons here.

Yes, because if he wants to go 16GB in the near future he can easily. He can also do what he wants with 4x8.

No because AMD lacks in memory bandwidth compared to Intel. Going to single channel (one stick) won't hamper too much performance, but it will be there. Having that much RAM isn't necessary and won't be for some times and future proofing isn't exactly an excuse either considering by the time we will utilize that much RAM his rig will be obsolete.
Also, because AMD IMCs are weak they require more volts to handle 4 sticks as opposed to only using two.

With that layed out, I'll let the two of you be the judge which route he takes. In all fairness either is fine, but as for my previously mentioned reasons going single stick isn't opportune. Try to remember, DDR3 prices are going up because DDR4 is nearing. Getting 8GB of DDR2 is super expensive (the same price for DDR3 or more) because DDR3 is here. DDR3 will do the same thing once DDR4 lands next year or 2015.

Ok thank you for your help. We should be ordering his rig probably in the next month or so. When it's finished I'll be sure to post a picture up here. Thanks again you probably saved us a crap load of time and more than likely money.

Well at least your choices were good. If I didn't post this here he was going to go with a newegg barebones combo:

Newegg.com - Computer Parts, PC Components, Laptop Computers, LED LCD TV, Digital Cameras and more!

and build from there. I suggested putting a build request here instead since he wouldn't let me design it for him.
