One other thing you could have tried that's worth mentioning is removing the board from the case and putting it on a piece of cardboard, hooking up the basic components, and tried to boot outside of the case in case it was just shorting against the case.

Whichever works :p. As long as it's a non-conductive surface. I usually say cardboard assuming you have the motherboard box available to give a nice raised surface in case there's a need for the GPU to be inserted/hang off the edge of the box.

I'd have to agree with this. In some instants a stand off or two in redundant and is touching the backside of the mother board ground it out. Or the stand offs aren't even installed.
