It's not a wattage issue, it's a quality issue. It's an offbrand low quality unit.

If he's on that much of a budget he won't need more than 500w worth of quality PSU. You can run any single card on one today, just not a ****ty PSU though.

Thats nice, but I think you'll be lucky to get is around 300 - 350. What GHz CPU are you getting?

Probably the i5 4440 which is cheap. It's all feasible considering the card listed is super cheap and so is the case/PSU. He currently owns the SSD. Not a gaming setup though.

i5-4440 is a good chip, I have one myself.

So what would you say a minimal spec gaming PC is?

Because thats what I'm aiming for and thats what I think my build would be (getting the 950 GPU in the list).
