what roark has is good, but you may want to consider getting an IPS panel monitor instead of a TN panel. Youll notice the difference in picture quality.

this is only 24"

He is going to need server level CPUs if he will be doing 4K renderings. I would go with a dual CPU XEON personally.

One other question are you going to be redering digitally created images or doing digitizing of footage that was previously filmed? Those are two very different things and require a vastly different GPU set up.
