Default Need some help with a new gaming rig

Hey, I'm looking to build a new gaming rig, but there's a few things that are important to note:

I'm on a student's budget. I'd prefer to spend $800 or so, but I could (reluctantly) push it up to $900 if it would make a significant difference.

I mostly play World of Warcraft, and one serious issue I have is my fps. I like to play with a good amount of addons which ends up using a good amount of memory, so I have to turn all my video settings down quite a bit, and disable sound to slightly improve my performance. I'd like to play with (close to) max video settings while maintaining a respectable fps (30+, versus my current 3-6 fps)

Another important consideration is that I live in Canada (west coast), so I'm not sure that Newegg would ship to me. For the sake of those trying to help me, the above budget is in USD.

right now I'm sporting a Pentium 4 3GHz, 1.7 GB RAM, and a while ago I threw in a PNY nvidia Geforce 8500 GT. (the limit of my comp. building experience lies in installing this and my extra ram) I don't plan on overclocking anything either, so an extra heatsink probably isn't needed (though my computer has poor ventilation)

If the video card is good enough for my needs, I wouldn't mind reusing it to save on some funds (to be realistic though, I expect to be getting a new one). I don't need a monitor/speakers/mouse/keyboard/headset, etc., but it might be worth noting that I am using 2 monitors on this computer.

Please take it easy on me, I've been reading the forums here since I perked my interest in a new rig about a month ago, but I still have a lot to learn. If you need any more info, please ask and I'll answer as best I can. Thanks!

Since you mention your cases ventilation are you planning to reuse that?
Do you need a Operating System?
And FYI - Computer Parts, PC Components, Laptop Computers, Digital Cameras and more! should ship to you since its the Kanadia version.

ah, sorry. what I meant to say was my computer is in a poorly ventilated area. to be honest, the computer I have I just bought from future shop (Gateway 507GR), so I'm a bit skeptical of reusing anything but the video card I bought.
I feel pretty stupid now about the thing. I shouldn't have missed that.

but once again, I'm willing to buy a new vid card if my current one isn't sufficient.

And I'll likely need on OS as well.

So I took some time to get something going. I think it looks alright, (it's at ~770 CDN incl. tax before shipping). Also, I'm not sure that it'll all work together, so any advice or suggested replacements would be very much appreciated. This list doesn't include an OS, should I be getting the 64-bit Vista? That's another $140, to make just over $1000, so the OS puts me over the edge. I might be able to get a deal on it through a relative - not sure at this point.
