When I was younger and didn't have my own card I had the same issues. My parents were the real paranoid type about buying things online or even helping me buy used parts from people here.
Well thats why we're here, my mother wasn't paranoid but annoyed if I had to return something or the whole machine.
When I got out of high schooled I managed the online ordering for tech junk.
Like I told the guy earlier long as he reads the terms and agreements about which sites he is ordering from...
Shouldn't be much of a problem, if he can't read and communicate with his mother properly for her to understand and trust him.
For the time being he be best to go to a store and get it for the time being, until he can manage ordering things himself.
I hope it works out for him matter of fact I hope he lets mom reads this.
Least she can see and know there are people that know tech stuff and know what their doing and for her to be at ease.
