my psu?

ok i have a logisys gaming psu or w/e , well its 3.3v rail is 30 amps/ 5v 50amps/ 12v is 25 amps, the 12v rail under load still runs 12.10v its never goes under 12 volts, but for some reason my 5v rail runs ar 4.3 and my 5v standby runs at 4.68 shouldnt these hold there volt? i mean i think 50 amps on the 5v should be enough right? why are my rails so low? this psu is 500watts but im not sure of what its continuous watt is

If there is anymore then a 5% increase or decrease in any rail then it becomes bad, I think for 5V 4.68 is ok but 3 is way to low, Its prolly a very cheap Power supply.
