The 650 is a great psu it should have no problem with a 4890. i run two 4850s on a 550vx and that eats up much more power. As for installation it's cake. Just make sure you get both motherboard connectors in the 24 pin and the 4 pin.
Assuming it isn't a piece of junk with 4 12c rails and no amps to speak of then yes, it should handle it no prob.
