sorry for discrete names i dont have the time to search for everything but generally did he make good picks?

intel quad core cpu (was like 10 bucks more than the dual core)
dfi lanparty board with pci express 2.0 ddr2
4 gb ocz ram 2x1gb ddr2
evga 9800gt or gs not sure
cooler master 650w psu
aspire case, expsensive one like 160 bucks (waste imo but he likes it, how is the air flow)
regular 7200rpm 160gig hd


how does it look? i have some pretty decent pc knowledge and i'm pretty sure this is a good rig, he said his friend from work helped him a lot, he's a gamer btw
 
its very good, the psu wasnt the best choice as CM are not all good psu makers and usually dont have alot of Amps on the 12v rails although its prob a Extreme power 650w which has 36 amps over 2 12v rails(overclocking might be limited). im guessing the cpu u got is a q6600 which is a very good choice all in all its a good build.

btw the g card is a 9800gtx*

will that psu be ok?
 
It should. It doesn't list the wattage on the 12v rails, so I can't accurately say you will have enough Amps for your video card, but you most likely will.
