Could you guys recommend me a good monitor that can do 1680 x 1050 and is around $200? Preferably a 20" or higher

Is it true if your monitor has lets say a Vertical Refresh Rate of 50 Hz - 75 Hz, It would only be capable of doing 50-75 fps in games?

I don't know if the numbers correlate directly but better refresh does equal better fps.

edit: actually, it might be the response time that matters...that makes more sense...

no, and from experience, I would have to say that you are gonna have to spend more than that to get a good quality monitor with you preferences

I don't like acer monitors. My acer laptop has some dead pixels and I heard from my friend that their monitors have a chance for dead pixels.

Most of the reviews I see on newegg say that they didn't receive any dead pixels, but that's just my opinion.

I dont want to spend $300 for a monitor

Max I'd say $240
